Evidence of what happened
US-listed Chinese ADRs were NOT broadly delisted by end-2023. After the 2022-08-26 CSRC/MOF/PCAOB Statement of Protocol, the PCAOB obtained complete inspection access and on 2022-12-15 vacated its 2021 determination, removing the HFCAA delisting trigger. The SEC stated no issuers were at risk of a trading prohibition under the HFCA Act. Chinese ADRs (Alibaba, JD, Baidu, PDD, etc.) remained listed on US exchanges throughout 2023.
