The 2022 Iranian protest wave fails to topple the clerical regime within the window.
Criterion ('2022 protest wave fails to topple the clerical regime within the window') is met by the historical record: the regime was not overthrown during the made_on 2022-09-30 → deadline 2023-09-30 window, and remained in power after. resolved_on set to the deadline, the date by which the window definitively closed with the regime intact (the outcome was already evident months earlier as protests subsided in spring 2023). No conflicting credible evidence. No needs_human_review flag warranted.

Outcome evidence
Wikipedia 'Mahsa Amini protests': the protest wave that began 16 Sept 2022 carried into 2023 but had largely subsided by spring 2023, 'ultimately leaving the political leadership unchanged and firmly entrenched in power.' Described as the biggest challenge to the government since 1979, it was crushed in a crackdown (rights groups cite at least 551 killed). The clerical regime under Supreme Leader Khamenei was not overthrown.
Freedom House 'Iran: Freedom in the World 2024': as of 2023, ultimate power rested with Supreme Leader Ayatollah Ali Khamenei and the unelected institutions under his control; authorities maintained a protracted crackdown after the 'Woman, Life, Freedom' protests. The regime remained firmly in place through the one-year anniversary (Sept 2023).
Arab Gulf States Institute (AGSI) analysis 'Iran's 2022-23 Protests: Why Has the Regime Survived?' documents that despite the unprecedented scale of the demonstrations, the Islamic Republic suppressed them and demonstrated 'remarkable resilience,' surviving the protest wave.
Corrections
- tags: Claim subject is domestic regime survival amid a 2022 protest wave (inside one country), not inter-state relations. Per the tag dictionary boundary rule (inside one country -> politics; between countries -> geopolitics), 'geopolitics' is misapplied; 'politics' becomes primary and 'society' captures the civil-unrest/social-movement dimension. Both are in the closed dictionary.
