Baseline ~late April 2022: UNHCR recorded ~5.03 million Ukrainians having left the country as of 2022-04-20 (border-crossing basis); ~6.5 million is in the range used for total displaced abroad around that time. The prediction's premise was an ADDITIONAL ~6 million fleeing beyond this baseline within ~12 months.
The total Ukrainian refugee population abroad PEAKED at ~7.8 million in early November 2022 (UNHCR, via Wikipedia) and then DECLINED as many returned — it was around 5.97 million across Europe by 4 July 2023. The stock never approached the ~12.5 million (6.5M baseline + 6M additional) the claim implies.
UNHCR Operational Data Portal: Ukraine refugee totals across Europe stayed in the ~5.7–6 million range through 2023, far below the level required for an additional ~6 million net outflow.
