FPRI analysis of the Black Sea Fleet (BSF) in the war: after the cruiser Moskva sank (14 Apr 2022), BSF surface units started to operate at a greater distance from the Ukrainian coasts but REMAINED operationally active. In early summer 2022 Russian platforms were still firing Kalibr cruise missiles (launches filmed a short distance from Sevastopol harbor) and the fleet continued its blockade of Ukrainian ports. The fleet faced sea denial / reduced freedom of movement, not loss of presence.
Russia's Black Sea Fleet was actively operating warships at sea on 17 Jun 2022, when its rescue tug Spasatel Vasily Bekh was struck and sunk by Ukrainian Harpoon missiles while resupplying Snake Island - direct evidence of a deployable, operating surface presence just after the ~14 Jun deadline. The fleet fell back from the NW coast amid losses but was not eliminated; major further surface losses (e.g. landing ships, the cruiser Novocherkassk) came in 2023-2024, long after the deadline.
