Evidence of what happened
Tesla's FSD 'City Streets' beta — the closest thing to 'feature-complete' FSD — did not even launch until October 2020, months after the 2020-06-30 deadline. As of mid-2020 no such feature-complete FSD existed on Tesla's fleet.
When FSD Beta did ship (Oct 2020) it was explicitly an SAE Level 2 partially automated system requiring constant human supervision — the driver must monitor and be ready to intervene at all times; disengagement rates were high. This is the direct opposite of 'reliable enough that no one needs to pay attention.'
In July 2020 (after the mid-2020 deadline) Musk himself was still only claiming to be 'very close' to Level 5 and 'confident' basic functionality would arrive later that year — confirming feature-complete, attention-free FSD did not exist by mid-2020.
