Over the following weeks Ether strongly outperformed Bitcoin during the spring 2021 altseason; the ratio rose above 0.05 by late April 2021 and continued climbing, so by 2021-06-18 (ETH ~$2,250 / BTC ~$35,700 ≈ 0.063) it was materially HIGHER, not lower, than its 2021-03-18 level.
CoinGecko/CFB data confirm the ETH/BTC ratio crossed above 0.05 around 2021-04-28 (ending a 33-month sub-0.05 stretch) and peaked near 0.087 later in 2021 — i.e. it was rising, not declining, across the March→June 2021 window.
